RList 4.0 for CSI environment is released today.

This software is for booking RLs in bulk at Divisional offices, CPCs etc. This version is exclusively for CSI environment and not to be used for Meghdoot POS. The exported data will be saved in XLS format as desired by CSI.
Download clicking the download button. Extract the zipped file. Install the Software running Setup.exe
  • In Control Panel check:
  • Go to-Region and Language -Formats Tab
  • Date format = dd/MM/yyyy
  • Set Default Printer - Printing preferences - Document size - Letter
On first run software will show you message:
  • Create one Operator through Administrator login. Password: sa
  • As Administrator, configure Office details correctly. Change the details as per your office details.Contact mobile number should be correct and active.

  • Update Branches as needed. Then Operator can Login.Scanner or Manual mode will appear as configured in office details. Weight is given as 20. You can change it as per need.


While booking RL, select the destination office from the drop down list and press Enter. City name and Pincode will automatically appear. If this is not followed, POS will not accept the list.

To view the articles booked, click on the button "View Booked RLs" From the details RL can be edited,deleted. If deleted, Serial number should be corrected individually.

On clicking Data-Export, Data will be exported to Bulklist_ddMMyyyy.xls format in C:\

Before upload, You can open this file through Microsoft Office-Excel Application and save a copy selecting
option if POS module shows any error.

7th CPC HRA Rate: Logic behind demand of 30%, 20%, 10% instead of 24%,16%, 8%

JCM (Staff Side) has explored the logic behind demand of House Rent Allowance at the existing rate, the 7th CPC has recommended the reduced rate.  A note on HRA has been sent to Committee on Allowances by the JCM (Staff Side).  Full text of note on HRA by JCM (Staff Side) is furnished below:-

House Rent Allowance to Civil Servants
Housing accommodation is provided to a small segment of the Civil Servants. While the percentage of satisfaction is very high at the senior level Officers, Employees at the lower levels are to depend upon the market for a dwelling place. Of late recruitment at Gr B and C levels in Central Govt Offices is on the basis of an all India Examination and the regional recruitment which was in prevalence a decade back has been dispensed with. Once, recruited, he/she is perforce to be posted outside his/her home state making it necessary to search for a dwelling unit at the place of his/her posting and compete with those workers in the private sector whose salary levels in certain cases are phenomenally high. Housing in the country, despite introduction of various projects, tax concessions etc, continues to be a seller‟s paradise. A simple scrutiny of the rate of increase in the cost of construction and the rates quoted by the property dealers, real estate agents and tenant facilitators will reveal the extent of escalation in rent over the last a decade.

7th CPC has made a bald statement on HRA

In Para 8.7.14 the 7th CPC has made a bald statement that with the increase in Basic pay, most of the employees will be able to afford rented houses as per their entitlement. The Chart given under Para 8.7.14 indicates the rent increases over a period between 2006-14. The rent is shown to have gone up by 118% by 2014. The Commission has sourced the House Rent Index figures from AICPI (IW). We have no hesitation to state that the Commission's observation based upon the most unreliable data must be discarded. Even according to the said data, which only indicates the figures up to 2014, the registered increase was 118%. The progression between 2009 to 2014 from 136 to 168 gives an average increase of 22 points. This reads as much similar to the progression of the AICPI (IW) prepared by the Indian Labour Bureau Shimla, whose commodity prices have been adopted by the 7 CPC for minimum Wage computation.

How divorced those rates are from the reality in the market has been explained with facts and figures in our letter dated 10.12.2015 to the Chairman, Empowered Committee of Secretaries. Even if one bases the computation on such unreliable data, the hypothetical progression of the housing index by end of 2015 shall be 279-290 which warrant an increase by 136%.

Relation of Index figures with HRA
Relating the index figures indicated in chart under Para 8.7.14 to the DA percentage as on 1.1.2016 (125%), the ratio obtaining both in H1 and H2 i.e. 123 to 260 (2014) and 126 to 268 (2014) are 2.11 and 2.13 respectively. If the same is calibrated to 125% as on 1.1.2016, the ratio shall be 2.64 and 2.66. This will necessitate to raise the HRA to 33.13% in Metro Cities, 22% in Y Class Cities and 11.12% in Z class towns.

"The hypothetical progression on average basis will also make it necessary to compensate housing expenses at 29.7% in Metro Cities and 19.74% in Y class Cities and 9.87% in Z class towns."

The Commission is on record to state that the house rent factor in AICPI (IW) is on an average 15.27. The 6th CPC has indicated the factor at 8.67 and has been on record to state that the factor is not uniform at all places. The rates between Metro cities and small towns vary violently. This apart the Commission has applied a factor of 0.8 to all allowances, which are not cost indexed on the specious plea that wages per- se has been increased. While the Basic wages registered a paltry rise of 14% over a period of ten years (1.4% per annum) how justified is the stand of 7th CPC to apply a factor 0.8 to suppress the quantum of allowances is beyond comprehension. The Commission has proceeded with the assumption that the grant of 30,20 and 10% of the determined basic pay was a full and perfect reimbursement of expenses incurred by the Government employees on housing, which is undoubtedly erroneous as could be evidenced from the observation of the 6th CPC itself. Even if all these untenable contentions of 7 CPC and the unreliable statistics are taken into account, still it is clear that in order to maintain the present compensation level, the commission ought to have maintained the status quo in respect of rates of HRA and should not have reduced it by the application of 0.8 factor.

Request to retain HRA @ 30, 20 and 10 percent
We, therefore, request for the reasons adduced above, that the HRA may be retained at the levels determined by 6th CPC i.e. 30, 20, and 10 per cent of Basic pay for X,Y, Z class of cities and towns respectively.

Little hike in fitment factor will make minimum wage rise substantially, will Modi Cabinet do it?

“If they increase the fitment factor to 2.67, then the minimum wage would be Rs 20,000. Although, we have demanded Rs 26,000 as the minimum salary, we are not rigid on it.
New Delhi  : As per the modifications in 7th Pay Commission approved by Union Cabinet for Defence personnel, the salaries of Lt Colonels and Brigadiers could be revised using the fitment factor between 2.57 to 2.67. The decision came after the unions had complained over the index of rationalisation, recommended by the Justice (retd) AK Mathur-led 7th pay panel.

The changes approved by Centre for Defence personnel creates speculation whether the fitment factor would also be revised for other central government employees as well. The National Joint Council of Action (NJCA), which is leading the 7CPC negotiation on behalf of employees, have demanded the government to increase the fitment factor from 2.57 to 3.86.

On being asked by, whether Centre could increase the fitment factor for central government employees akin to the manner in which it raised the index of rationalisation for a section of defence personnel, NJCA chief Shiv Gopal Mishra said, “If they increase the fitment factor to 2.67, then the minimum wage would be Rs 20,000. Although, we have demanded Rs 26,000 as the minimum salary, we are not rigid on it. The matter is negotiable.”

The minimum salary, following the implementation of 7th Pay Commission in July 2016, was increased to Rs 18,000 from Rs 7,000. However, the unions were unimpressed, demanding Rs 26,000 as the minimum salary, considering the impact of inflation.

According to a top union official, who spoke on condition of anonymity, the government would increase only the ‘minimum salary’ using a fitment factor in the range of 2.67 to 3.16, depending upon the pay band. The fitment factor is unlikely to be revised for wages of all central government employees. -

Empowered Committee may take 2-3 weeks to screen Committee on Allowances' report

7th Pay Commission: The report is being examined by the Department of Expenditure, and will be subsequently placed before the Empowered Committee of Secretaries (E-CoS).

New Delhi : The long-pending issue of higher allowances under the 7th Pay Commission won't be taken up by the Union Cabinet anytime soon as the Empowered Committee of Secretaries (E-CoS) may take 2-3 weeks to screen the Committee on Allowances' report. Finance Secretary Ashok Lavasa led Committee on Allowances, which examined the 7th Pay Commission recommendations on allowances, submitted its report to the finance ministry on April 27. The report is being examined by the Department of Expenditure, and will be subsequently placed before the Empowered Committee of Secretaries (E-CoS).
According to a report, the Empowered Committee of Secretaries will examine the Committee on Allowances report on higher allowances under the 7th Pay Commission after it gets cleared by Department of Expenditure. The Empowered Committee of Secretaries could take 2-3 weeks to screen the Committee on Allowances' report and will then firm up the proposal for approval of the Cabinet. The Union Cabinet on Wednesday notified the pending implementation of revised pay hike for armed forces under the 7th Pay Commission, but didn't review the Lavasa panel report.

The National Joint Council of Action (NJCA) chief Shiv Gopal Mishra held a meeting with Cabinet Secretary P K Sinha and urged the timely implementation of the Committee on Allowances report on higher allowances under the 7th Pay Commission. P K Sinha heads the Empowered Committee of Secretaries. Mishra also reiterated the demand on arrears on higher allowances. He (PK Sinha) said our concerns would be considered. It may take time. We told him how long should the employees wait? They have been waiting now for more than 10 months, the NJCA chief told when asked about Sinha s response to the demands raised by union.
The central government employees have been waiting for fatter allowance since July when the government issued the notification for the implementation of the 7th Pay Commission recommendations. While the government has provided arrears since January 1, 2016, the scheduled date of 7th Pay Commission s implementation, NJCA has demanded a similar release of arrears on allowances as well. The 7th Pay Commission had suggested the abolition of 52 out of the 196 existing allowances, apart from subsuming 36 smaller allowances. The 7CPC panel led by Justice (retd) A K Mathur had also reduced the house rent allowance (HRA) from existing 10, 20 and 30 per cent to 8, 24 and 16 respectively.

கோடையின் உச்சம் என்று சொல்லப்படுகிற அக்னி நட்சத்திரம் இன்று (வியாழக்கிழமை) தொடங்குகிறது.


கோடையின் உச்சம் என்று சொல்லப்படுகிற அக்னி நட்சத்திரம் இன்று (வியாழக்கிழமை) தொடங்குகிறது. வழக்கத்தை விட வெயில் தாக்கம் அதிகமாக இருக்கும் என்று சென்னை வானிலை ஆய்வு மையம் தெரிவித்துள்ளது.

வெயிலின் தாக்கம்

சென்னை உள்பட தமிழகம் முழுவதும் கடந்த மார்ச் முதல் வெயிலின் தாக்கம் அதிகரித்து வருகிறது. ஏப்ரல் 2-வது வாரத்தில் பல நகரங்களில் 100 டிகிரி என்ற அளவை எட்டியது. கடந்த சில நாட்களாக தமிழகத்தின் பல பகுதிகளில் அதிகபட்சமாக 110 டிகிரி வரை வெயில் பதிவாகியிருந்தது.

இதனால், பொதுமக்கள் கடுமையாக பாதிக்கப்பட்டனர். சாலைகள் மக்கள் நடமாட்டம் இன்றி வெறிச்சோடியது. ஒவ்வொரு நாளும் காலை 8 மணியில் இருந்தே வெயிலின் தாக்கத்தை உணர முடிந்தது. சாலைகளில் ஆங்காங்கே கானல் நீர் காணப்பட்டது. மதிய நேரங்களில் வெயில் உக்கிரமாக இருந்தது. மாலை வேளைகளில் மட்டும் பூங்காக்கள், கடற்கரைக்கு குடும்பத்துடன் சென்று வந்த காட்சிகளை பார்க்க முடிந்தது.

வெயிலுக்கு இதமான தர்ப்பூசணி, வெள்ளரிக்காய், இளநீர் போன்றவற்றின் விற்பனையும் களை கட்டியது. மாதவரம், செங்குன்றம், மயிலாப்பூர் உள்ளிட்ட சில இடங்களில் நுங்கு விற்பனை அமோகமாக இருந்தது. சிலர் தங்கள் வீடுகளில் எலும்பிச்சை பழத்தை ஜூஸ் செய்து பருகினர்.

அக்னி நட்சத்திரம்

இந்த நிலையில் அக்னி நட்சத்திரம் இன்று (வியாழக்கிழமை) தொடங்குகிறது. வருகிற 28-ந்தேதி வரை அக்னி நட்சத்திரம் நீடிக்கிறது.

இந்த நாட்களில் வெப்பத்தின் தாக்கம் அதிகரிக்கும். கடந்த சில ஆண்டுகளுக்கு முன்பு கோடை மழை பெய்து, அக்னியை தணித்து, மக்கள் வயிற்றில் பாலை வார்த்தது. இந்த ஆண்டும் அதுபோன்று கோடை மழை வந்து, அக்னியை குளிர்விக்குமா? என்பது போக போக தான் தெரியும்.

அக்னி நட்சத்திரம் இருக்கும் நாட்களில் தேவையில்லாமல் வெளியில் செல்வதை தவிர்ப்பது நல்லது என்று டாக்டர்கள் அறிவுறுத்தியுள்ளனர். இது குறித்து டாக்டர்கள் கூறும்போது, 

‘வெயில் காலத்தில் திட உணவை காட்டிலும் திரவ வகை உணவுகளை அதிகளவில் சேர்க்க வேண்டும். அதிகம் காரம் உள்ள உணவு வகைகளையும், மாமிச உணவுகளையும் தவிர்க்க வேண்டும். கடைகளில் விற்பனைக்கு வந்துள்ள தரம் இல்லாத தண்ணீர் பாக்கெட்டுகளை வாங்கி, பருகுவது மோசமான விளைவுகளை ஏற்படுத்தும். எனவே அதனை தவிர்க்க வேண்டும்’ என்று கூறியுள்ளனர்.

வானிலை ஆய்வு மையம் எச்சரிக்கை

ஈரப்பதம் குறைந்து வறண்ட வானிலை காணப்படுவதால் தமிழகம் மற்றும் புதுச்சேரியில் வெப்பம் மேலும் அதிகரிக்க வாய்ப்புள்ளது. தமிழகத்தில் அடுத்த இரண்டு நாட்களுக்கு 2 முதல் 3 டிகிரி வரை வெப்ப நிலை அதிகரிக்கும். கடந்த 10 நாட்களில் வழக்கத்தை விட 2 முதல் 6 டிகிரி வரை வெப்பம் அதிகமாக பதிவானது.

சென்னையை பொறுத்தவரை கோடை மழைக்கு வாய்ப்பில்லை. அனல் காற்று வீசும். வெப்பத்தின் தாக்கம் அதிகமாக இருக்கும். வெப்ப சலனம் காரணமாக தமிழகத்தின் மற்ற பகுதிகளில் கோடை மழைக்கு வாய்ப்பு உள்ளது. கடலோர மாவட்டத்தில் காற்றின் திசையை பொறுத்து வெப்பநிலை மாறும்.
